WhatsApp pricing update: What Meta will be charging for your conversations
From November 1, 2026, WhatsApp Business messaging is charging per delivered message across the whole conversation. The template that opens a conversation is billed, and so is every reply your team or your bots send after it.
If you run support, order updates, or sales follow-ups on WhatsApp, this changes what a conversation costs. Here is what's billable, what's not, and what to do about it.
WhatsApp charges since the update
Every message your business delivers is billed in one of these three categories. That includes replies sent inside the 24-hour customer service window—the period that opens and resets each time a customer messages you.
Message you deliver | How it's billed |
|---|---|
Marketing template | Per message |
Utility template | Per message, inside or outside the customer service window |
Service message: A free-form reply from an agent or an AI bot | Per message, after 1,000 free per business number each month |
Message the customer sends you | Not billed |
A single conversation can therefore carry several charges. A marketing template, two bot replies, an agent reply, and an order confirmation is five delivered messages and five separate charges (Meta: Pricing for non-template messages).
Only one charge applies per message. A reply is billed under a single category and never twice, even when it carries promotional content.
What stays free
Not everything is billable, and some of it works in your favor:
Messages customers send you: You pay only for what you deliver.
The first 1,000 service messages on each business phone number, every month, are free.
Everything you send inside the 72-hour free entry point window: If a customer reaches you through a Click to WhatsApp ad or a Facebook page call to action, your replies in that window are free, service messages included.
Volume tiers still apply to utility templates, so your per-message rate on those fall as monthly volume rises.
The cost
Service messages are priced at the same rate as utility messages in the recipient's market, and Meta offers no volume tiers on them. Utility templates also keep their tiers, so a service message can end up costing more than a utility template once your volume is high enough.
Confirm the current figures for your markets on Meta's rate card before you build them into a budget, since Meta can revise rates at the start of any quarter.
Consider how you run WhatsApp
A few operational habits drive most of the bill:
Chatty replies are expensive. A response split across four short bubbles costs four times what the same answer costs in one message. An agent who sends "Hi", then "Let me check", then "One moment", then the answer has delivered four billable messages. The same goes for bots designed to feel conversational.
Bot volume is the biggest variable. An automated flow that acknowledges every customer message will burn through 1,000 service messages quickly. Audit which automated replies earn their place.
The allowance is per phone number. A business running several WhatsApp numbers gets 1,000 free service messages on each one, each month. Numbers do not pool, and unused allowance does not carry over.
Resolving inside the window is cheaper. Once the 24-hour window closes, reaching the customer again needs a template, and if that template is marketing, it costs several times what an in-window reply would have.
Changes within Zoho Voice IM
For Zoho Voice customers, this pricing model takes effect on November 1, 2026. Your WhatsApp Business Account is linked to your own Meta Business Manager and funded by your own prepaid line of credit with Meta, so message charges are billed there, directly to you, with no markup from Zoho Voice.
What Zoho Voice changes is how much work it takes to keep the bill sensible. WhatsApp sits in the same console as your calls, so agents handle a conversation in one place instead of bouncing between an inbox and a softphone. Fewer hand-offs means fewer clarifying messages, and fewer messages means a smaller Meta invoice. Approved templates live alongside the channel, so switching an order update from a marketing template to a utility one is a configuration change rather than a project.
What to take care of before November 1
Pull your service message count from WhatsApp Manager or the Pricing Analytics API to get a baseline.
Subtract 1,000 per business phone number, apply your market rate, and you have your new monthly floor.
